Koharu Utatane was killed by Kakuzu, and this incident thoroughly enraged Konoha.
Tsunade ordered Kazuki to reveal all the information about the Akatsuki, making sure the other villages were aware of the organization's existence.
Information isn't shared for no reason.
What Konoha wanted was for the other villages, upon learning about the Akatsuki, to cause trouble for them.
Or even take the initiative to strike.
If the Akatsuki were just a group of rogue ninjas causing trouble, no one would care as long as the fire didn't reach their own doorstep.
A Konoha advisor was killed?
That's Konoha's problem. What does it have to do with anyone else?

While the information shared by Konoha would make them cautious, the villages wouldn't go out of their way to target the Akatsuki or cause trouble for them.
Unless the Akatsuki actually made a move to capture the tailed beasts or attacked the Five Great Shinobi Villages.
Until they crossed that line, the Akatsuki would remain a hidden threat.

If a group of S-rank rogue ninjas could threaten the Five Great Shinobi Villages, then the Five Great Villages would have fallen long ago.
