"Before any of you attempt to claim ignorance," he said, his voice laced with quiet warning, "before you start feeding me the same tired lie that you had no knowledge of your Kages' plans, let me make one thing clear." His smile was razor-sharp. "No one in this room is foolish enough to believe it. Not even you."
He let that sink in.
"If, by some miracle, you truly were unaware that the largest force ever assembled in the shinobi world was raised to attack Uzushio…" His voice dripped with mockery. "Then you should abdicate your families' claims to your lands. A ruler so blind, so incompetent as to be unaware of such a grand mobilization, has no right to sit upon a throne."
The hall was deathly silent.
Naruto's expression was unreadable as he finished. "For the respect you owe your forefathers… it would be better for you to exit in grace in that's your reason."

The silence in the chamber was deafening, only the flickering of lanterns casting elongated shadows on the stone walls. The Wind Daimyo's voice rang with outrage and warning, his fingers gripping the armrest of his throne-like seat.
"You go too far, Lord Uzumaki," he said in warning tone, his expression a mix of anger and sterness. "While I agree that your family has been wronged, it is also true that there was reason for your family to be hunted. Do not feign innocence on behalf of Ashina Uzumaki."
Naruto didn't flinch. He simply watched as the Wind Daimyo straightened, more emboldened by his own words.
"When Senju Hashirama sought to change the world order by uniting the barbaric shinobi under one banner, a council was convened. All Daimyo, both major and minor, were present. It was decided that none of us would support Hashirama's vision, for it was a deviation from our traditions and an overreach of power for one man or clan to have such powers. But Lord Ashina defied the decree. He poured money and resources into building that abomination of a system the so-called 'Hidden Villages.' The Fire Lord was forced to give land due to the combined demands of the Senju, Uchiha, and the backing of the Uzumaki. Now, tell me, Lord Uzumaki, was it not he who first went against our customs and laws?
A murmur of agreement rippled through the room, the other Daimyo nodding along. The Lightning Daimyo remained silent, his face unreadable.
"Look at where we are now," the Wind Daimyo continued, his voice rising. "Every two or three decades, we have seen wars of an unprecedented scale. While I admit that day-to-day killings have reduced from the era of clan wars, the moment a shinobi war is declared, the death toll surpasses anything the clan wars could have ever produced. The world has shifted beyond our control! Before, "In the past, when our predecessors believed the world was heading in the wrong direction, they could ask a clan or an alliance of clans to back off and cease conflicts if they affected the lands, or our predecessors could send a message or demand that they cease, and the shinobi or clans would obey. Even the Senju and Uchiha knew their place when properly chastised. But now? Now wars are waged under our flags, turning them into matters of national pride! And you, Lord Uzumaki, have played your hand as well, have you not?"
Naruto became still. He knew exactly where this was going.
The Wind Daimyo's eyes gleamed with accusation. "You stirred conflict in the Land of Lightning, orchestrating strife between Kumo and Konoha. You exploited the Lightning Daimyo and the scandal of his mistress and bastard son, to spark a war."
Naruto's face remained expressionless, but he caught the way the Lightning Daimyo's scowl deepened. That particular matter was now an open secret, but Naruto had hoped to avoid reopening that wound before their gathering. Clearly, that was not an option anymore.
The Wind Daimyo pressed on. "We understand you did what you had to in order to divert the five Nations from interfering in your affairs, but the violence that ensued as a result only confirmed our fears. That is why we made an example of Lord Ashina!"
Few second passed in silence. Naruto scoffed. He leaned back, arms still clasped together, his blue eyes sharpens. "Who are you trying to fool, my lords?" His voice was smooth, but there was no mistaking the lethal undercurrent.
"While I may be young, do not insult my intelligence. It is true that shinobi wars have claimed great casualties like none seen in the past, and all the facts you stated are true, but I know for a fact that the inferences you made are twisted to fit your narrative. Can anyone in this room truly claim that Hashirama Senju's vision was a failure? If it was a failure, then why have civilian deaths decreased significantly? Why is it that people feel safer after the emergence of shinobi villages? Can you say that all the development achieved in this century is not due to the new world created by the great Senju? But I digress, we all know the real truth, you people are not concerned with the deaths of 'barbaric shinobi.' That is merely a convenient excuse."
The Fire Daimyo's eyes had a flicker of unease.
Naruto's voice dropped, but its intencity only grew. "Your real issue with Senju Hashirama was that he went against all convention, and you were powerless to stop him. You feared that a single man could stand against the power of the Daimyo, a man who held power beyond human comprehension, who can be called a god in every sense of the word. Even the Bijū, the forces of nature themselves, were mere inconveniences to him. You did not fear chaos. You feared irrelevance. You still fears another Senju Hashirama."
The room tensed.
"And when the then Fire Daimyo saw that Hashirama's will was untouchable, what did he do?" Naruto mused, his gaze flicking toward the Fire Daimyo. "He turned to manipulation. He pitted Hashirama against Madara. For there was only one man who could hope to put the great Senju down, so you made Hashirama the First Hokage despite his refusal, inciting divisions between the two shinobi. And I do not say he was the sole mastermind, many hands moved behind the scenes to ensure that conflict happened, eliminating one of the two or both the people who wielded the power of the gods."
But the moment it became clear that Hashirama's successor would not wield the same godlike power and which was seen later when he was killed by the Kinkaku and Ginkaku squad along with scores S and two SS rank shinobi along with an army, the course shifted. For all the genius the Second Hokage possessed, and in my opinion, an equal threat to Hashirama Senju in his own way, he did not have the monstrous power of his brother. Oh, he was head and shoulders above everyone, including the Third, but he was not on that godly level.
So you set your eyes on the next great threat."
A slow smile crept onto Naruto's lips, devoid of warmth. "Uzu."
The room remained still, not even the rustling of silks or shifting of feet breaking the oppressive silence.
"We were the only clan that was both shinobi and noble," he continued. "The Senju and Uchiha? They were high nobility in name for customs and privileges, but they never ruled. We did. And you feared that under Ashina Uzumaki's tutelage who himself in his prime was a SSS rank shinobi, another would rise. He had already pushed Nobinaga Yukesen to high SS-rank. It was only a matter of time before a true heir to his knowledge emerged."
Naruto's eyes gleamed. "Above all, you feared the balance you had constructed, the one Hashirama had 'stabilized' by distributing the Bijū, could be shattered if the masters of sealing so decided. So, your predecessors acted. You plotted. And when you struck, you thought it would be swift and final. Nobinaga and the others assured you it would be. After all never in the history if Uzu there was traitor from our own ranks."
He chuckled, low and quiet, but it sent shivers through the room. "But you miscalculated. The death toll was massive. You lost countless shinobi. And above all, the very thing you feared the most happened." His gaze was razor-sharp, slicing through the Fire Daimyo.
"The balance was lost."
The Fire Daimyo's fingers twitched against his armrest, his expression unreadable.
"Konoha became the superpower of the world. And by extension, you, Lord of Fire, pulled the economy of the Elemental Nations into your grasp. You became the de facto ruler of the continent."
Naruto's voice softened, yet the tension in the air only grew sharper. "And now? Now, after all these years, I have carved through your precious order, wielding the very same tools you once used. With Yagura's failure, I have absorbed the ready-made infrastructure of a great village and absorbed it into my own. I have revived the Hokubu region, which lay undeveloped for years. And now, I do not merely rival you. I surpass most of you."
A long, dangerous pause.
"And unlike you, I am not only politically powerful but individually strong too, you who must rely on Kages and shinobi who demand their own price, I am not dependent. I will not hesitate to go to the front lines myself, to fight, to win, and to rule." His gaze darkened. "And I have already shown that I will not hesitate to put down even Daimyo. Why should I show mercy when none was ever shown to my clan?"
The Fire Daimyo exhaled and his eyes hard as steel. "Is that a threat, Lord Uzumaki?"
Naruto simply smiled.
Naruto Uzumaki sat with a smile and his hand clasped, his expression then shifted impassive as he studied the faces of the Daimyo before him. He had expected resistance, but he had not anticipated such blatant hostility. Then again, it was not surprising.
"I can go on about many more things or threats as you have put," Naruto spoke at last, his voice calm. "Or I can talk more history. Perhaps you would like to refute my accusations and have me do the same in return. We could do this for days on end, rehashing old stories and debating who was in the wrong. But instead of wasting our time, let us get to the crux of the matter, what did you hope to achieve by convening this summit?"
The Lightning Daimyo scoffed. "Oh? Now you think if we combine our might, we cannot crush you? Last time, the Daimyo did not contribute our considerable forces to the assault on Uzushiogakure. This time, we have precedent for you have committed the ultimate transgression. You have executed a major Daimyo. You believe you can stand against the might of amost all Elemental Nations? You will be crushed like a bug."
Naruto did not react. He merely tilted his head, his gaze turned cold and measured as a sharpened blade. "Undoubtedly. I have no doubt that if every power on this continent were to unite against Uzushio, it would be a war unlike any other and I don't dispute only you four joining all your forces will have me crushed. But the real question is, are you willing to make that sacrifice? Are you ready to gamble all once more?"
The Lightning Daimyo leaned forward, his expression darkening, but Naruto pressed on.
"While I admit and didn't that I am no Ashina Uzumaki, who could stand against all of your warriors at once, you should also not forget that there is no Nobinaga Yukesen inside Uzushio to disable Uzushio's barriers this time. You will not be marching upon open land, you will be fighting the very ocean itself, the tides and waves before you even set foot on Uzushio's soil." He leaned forward slightly, his voice lowering but losing none of its intensity. "And if you think you can take the Hokubu lands from me, by besieging me in Uzushio, then think again. I am not Ashina Uzumaki, who did not learn of the invasion until it was too late. I will fight you for every inch of land, and more importantly, I will strike first. I will take the war to your lands. I will forsake every law and every convention that you cling to so desperately that means even you won't be safe from me, because you did not honor them when you came for my clan. I will not make that mistake."
Silence. The gathered Daimyo sat rigid, their eyes narrowing, their advisors whispering hurriedly into their ears.
Naruto continued, his tone turning almost casual. "Imagine your palaces being whose defensive seals trun against you like my mother did all those years ago, cooking you alive inside your own homes. Imagine every Biju released at the same time, let loose upon your lands with nothing to hold them back. Or…" He gave a small, sharp smile. "I could simply shut down all my business enterprises before your armies even begin their march. The resulting economic collapse would throw your lands into economic chaos."
The Wind Daimyo visibly stiffened. Naruto chuckled softly, shaking his head. "Oh, I'm sure your nations will survive. I'm sure your people will endure—barely. And I know for a fact that I won't survive if I do this. But if I have to die anyway, I'd rather go out with a bang than suffer a slow death.
The real question is—are you willing to pay that price?
What if, instead of fighting all of you at once, I choose to spare one? If I spare one nation just to spite the others, will you remain united in your cause? Since it would create another superpower? Or will you turn on each other, vying for my favor?
Can you even trust each other? After all, Hi no Kuni did exactly that the last time. They acted as Uzushio's friend, citing that Mito Uzumaki was still alive, and conveniently avoided participating in the war—yet reaped all the benefits.
What if, despite all of you uniting against me, I choose not to touch one of you and turn them into a superpower instead just spite?
A cold, creeping silence spread across the chamber as the weight of his words settled upon them.
The Wind Daimyo's fingers tightened around his armrest. The Lightning Daimyo had lost his sneer, now listening with a furrowed brow. The Earth Daimyo glanced at Onoki's advisor, who sat stiffly beside him, face unreadable.
Naruto's eyes darkened further. "Wind," he murmured, his voice laced with amusement. "You are still facing economic difficulties. My industries, my products, my seals—they made survival in the desert possible. Without them, you will crack. While I am sure that Hi no Kuni will survive with fewer scars, I don't think the same can be said for your lands.
Fire," his gaze flickered toward the Fire Daimyo, "your Hokage may be strong, but you need him more than he needs you now. The moment he realizes that, your authority means little. Oh, most of the Hidden Village may join you just put me and mine down, but after the war, I can assure you that the Daimyo's army will be significantly weakened. Can you still hold your Kage and other elements in line?
Earth, your Tsuchikage knows better than to provoke a war against me. He has told you himself that Uzushio's defenses cannot be broken as they were before, not without heavy casualties. He is capable of waging that kind of war, but the question remains, will he pay that price for nothing?"
Then he smiled, sharp and lethal. "You call for my blood? I will call for yours in turn. I will sponsor with every last gold I have on every other claimant under you, may it be your own heir seeking to usurp you, your bastard, or rival noble families to turn against you, creating divisions that will last for generations. I have done it before. I will do it again.
You know better to march into Uzushio expecting spoils of war. There will be nothing left for you to take, only ruins and salt upon the land like the last time. SO what or who will give reparation to the war" His voice dropped to a whisper, yet it carried throughout the hall.
"That my lords… is what a true threat sounds like."
The silence that followed was suffocating. Expressions ranged from pale apprehension to barely concealed fury. Some advisors were whispering with urgency, others looking at their liege lords with barely disguised panic.
Standing beside the Fire Daimyo, Lady Sukino felt her mind racing. She had studied Naruto Uzumaki. She had played against him before. There were times he had outmanoeuvred her, times she had returned the favor. But this? This was different, he had changed.
For Naruto to openly threaten every Daimyo in the room at once, it was reckless no madness. It was suicidal. He himself had admitted that if they all turned against him, Uzushio would be wiped. Yet the way he delivered the threat, the way he framed his words even knowing the game he played, Sukino could not shake the feeling of doubt.
Was he bluffing?
Even she could not be sure.
The advisors were whispering furiously. Some, like Lord Jeramy Athil, were enraged and baying for war. But the Daimyo were not fools. They knew what war meant on that scale and no limits between daimyos. They knew what they stood to lose. And none of them trusted the others enough to risk it. If Naruto chose to spare just one nation, that single act would shatter their unity.
Lord Mifune, who had been silent all this time, finally cleared his throat. His eyes, sharp and measuring, rested on Naruto longer than any other as if seeing him for the first time before shifting to the gathered rulers. "Now, now, my lords," he said evenly. "Let us not deal in threats. I am here to mediate. Let me ask, what are the Daimyo's demands for Lord Uzumaki to amend this… affront?"
The Earth Daimyo, acting as their representative, stood.
"We are reasonable people," the Earth Daimyo declared. "While we agree that the attack by the Land of Water was unprovoked and unwarranted, the fact remains that the Land of Water is now under the occupation of Uzushio forces. We demand their immediate and unconditional surrender so that we may install the closest claimant to the Amorian name." He took a breath, then added, "Additionally, a suitable compensation must be paid by Uzushio, and all war spoils must be returned."
Naruto scoffed, tilting his head with mock amusement. "Me, giving up lands I rightfully conquered is one thing. But paying compensation and returning my spoils?" His grin turned sharp, a blade hidden behind honeyed words. "Why don't you just ask me to make you the Lord of Uzushio while you're at it? Maybe then we can call it a fair deal for the sake of 'stability.'"
The Earth Daimyo's face twisted in anger. "See, General Mifune? This is what we have been saying all along, he is the most unreasonable man in this room!"
Mifune, the venerable mediator of the summit, sighed deeply. "Be reasonable, Lord Uzumaki."
"I can be reasonable," Naruto said, his voice turning almost casual. "Because Lord Mifune asked, I will relinquish control over Mist. However, there will be no compensation, and I will not be returning a single ryo's worth of what I have taken. If I do, then what message does that send? That attacking Uzushio has no consequences? That an attempt to destroy my people is forgivable?" He leaned forward, his voice dropping into dangerous territory. "No, Lord Mifune. That is not the lesson I want to teach."
The Fire Daimyo's mask of calm barely concealed the storm behind his eyes. "Without some form of reparation, this cannot be seen as justice. If we allow this to go unanswered, then what stops another ruler from doing the same thing in the future?"
Naruto's gaze was unyielding. "Then tell me, my lord, what do I gain in return? I am surrendering Mist, a vast land with invaluable resources. What do I receive for this generosity?"
And so the negotiations began. The Daimyo demanded, Naruto countered. Business permits, trade agreements, infrastructure developments, land rights and titles each request was met with resistance, deflection, or agreement..... Four hours passed in relentless back-and-forth, and yet, Naruto's true intentions remained elusive.
Sukino, standing at the Fire Daimyo's side, narrowed her eyes. He was stalling. But for what?
Frustration grew among the rulers. The Fire Daimyo finally exhaled sharply. "This can no longer be seen as a trade deal."
Naruto chuckled, leaning back. "And relinquishing vast lands for a few benefits is not a fair deal either. Still, I am being reasonable."
It was then that the Wind Daimyo, who had remained quiet for most of the summit, spoke. "And what of your personal liability in all this? How do you intend to pay for your crimes?"
Naruto stilled. His hands remained clasped together as he observed the room. He already knew the source of that question. Onoki had advised the Earth Daimyo to separate Naruto from Uzushio in negotiations. This was evident from the Earth Daimyo's prior arguments regarding Naruto's personal liability. While the man was competent, Naruto knew cunning when he saw it and this was Onoki's doing. They sought to make him personally pay without punishing the village. Clever.
He smiled.
"Fine. I will be very reasonable." His voice was cool, collected. "Since you have all insisted that, combined, you could destroy me, let's put your trust in each other to the test. I will be as generous as possible."
A long pause. Then, he continued.
"I will relinquish Mist. No reparations will be required. I will personally abdicate from all my positions, Leadership of Uzushio, Lord of the Uzumaki, Emperor of Uzushio and its principality. I will appoint an heir or regent to take my place. I will be banished by my own successor or regent under the charge of attempting to incite the Fourth Shinobi War. As an act of atonement, my heir or regent will use my personal wealth which is sixty million ryo, enough to fund a small village as reparations. I shall be exiled for four years. I will not advise my heir or regent, nor rule from the shadows."
Silence.
Even Sukino and everyone in the room was stunned. Lord Mifune had his eyes wide open. Was he insane? Uzushio would crumble without him. There had to be a catch though Sukino.
"What's the catch?" Jeramy Aethil blurted out before he could stop himself. The room turned to him, scandalized by his outburst, a minor lord speaking so brazenly in the court of Daimyo. Realizing his mistake, he quickly bowed and apologized.Naruto smiled. "There is no catch."
He let the room absorb the weight of his words before he added, "But I have conditions of my own."
The Earth Daimyo frowned. "Before that, How do we know you will keep your end of the bargain? You've just threatened to break every law of this land."
Naruto's expression darkened an became serious. "Many of you know that I am the only living Arch Sage. I will go to the Shrine of the Shinigami here in land of Iron, consecrated by the Sage of Six Paths himself, and swear an unbreakable blood pact on this effect. Should I break my vow, my soul will be taken. Lord Mifune, as both mediator and priest of samurai himself, can verify the ritual."
While the advisors were skeptical, the Daimyo knew better. There was no way to escape such an oath. Even without a blood oath, the mere promise of an Arch Sage on diety was binding, for they would not break a vow given before a deity. Still, to be absolutely certain, they would go through the blood pact with the Shinigami himself.
The Lightning Daimyo frowned. "It's too good to be true."
Naruto smirked. "It is not. But hear my conditions. My oath will include contingencies: if you break your word, I can break mine."
The room stilled.
"First," he began, "I want a Daimyo Agreement stating that none of you, nor your vassals, shall attack Uzushio or its principalities. That means you will officially acknowledge Hokubu as part of Uzushio."
A low hum of unease spread through the Daimyo.
"Second, I want the first eight trade deals I requested, two from each of your lands. They will not be revoked or hindered until my exile is over."
"Last, but not least, I want both the Uchiha and Kurama clans in Uzushio. Wait, wait…" Naruto raised a hand before the Fire Daimyo could explode in outrage. "The Fire Daimyo can set a price for those clans, which can be paid by the rest of the villages. Since you are all united, why should one bear the entire burden? I know it will be a significant sum, given that we are discussing the Uchiha clan, but this is non-negotiable."
The Fire Daimyo shot to his feet. "You are deluded if you think I will hand over the Uchiha!"
Naruto smiled, turning his gaze to Mifune. "Now tell me, Lord Mifune, who is being unreasonable here?" His voice was calm. "I am willing to give up my power, my name, and stake my very life on an oath sworn before a deity. And yet, the Fire Daimyo cannot part with a clan that has been reduced to a shadow of its former self, one that no longer serves him, that has remained inactive for years with no productivity, and whose members are in open enmity with his ruling class.
"How is it fair that I was attacked unprovoked, and yet I am the only one expected to pay? Where is the unity you all so loudly proclaimed? The Fire Daimyo, who just moments ago spoke so proudly of your combined strength and crushing me, is now unwilling to make this small concession for the sake of 'the old ways and customs.' You wish to restore order in the Land of Water, reestablish the ruling family that once governed it, or appoint a distant relative at the least? To bring back the status quo, and that too without bloodshed? Isn't the Daimyo's backing from his so-called unity just like last time, when the Land of Fire reaped all the benefits after Uzushio's invasion while the rest of you suffered for it?"
The hall was silent for a moment. Then murmurs began to spread among the lords and their advisors, voices whispering as they weighed the truth in Naruto's words. The other Daimyo turned their gazes toward the Fire Daimyo, their expressions shifting. There was expectation in their eyes now, expectation for him to concede, to give Naruto what he demanded in return for his exile and the restoration of the status quo.
Sukino's eyes widened. This… This was too perfect. Too calculated. Too easy.
If it were anyone else making this proposal, she would have dismissed it as desperation. But this was Naruto Uzumaki. And if there was one thing she had learned in all her years of manoeuvrings against him, it was that he never made a move without an hidden advantage.
A deal that removed Naruto Uzumaki from power for four years? It was more than enough time to weaken Uzushio, to let internal factions rise, and to drain its momentum without direct war. The Uchiha, if given enough time, could still be erased—dismantled before they grew strong enough to become a real problem. She would trade the Uchiha for Naruto Uzumaki any day, but since this deal came from him, there had to be a catch.
But… it was too good. There had to be a catch.
Another realization hit her like a tidal wave. The Daimyo had spent the entire summit pushing Naruto into a corner, demanding impossible reparations. And yet, with a single masterstroke, he had forced them into a position where they now had to argue among themselves. The Fire Daimyo was the only holdout, and his peers were turning on him.
As she saw Lord Jeramy whispering feverish after each daimyo talked to fire lord. She realised and she opened her mouth to voice, to say something No to stall the decision.
But before she could, the Fire Daimyo slammed his hand onto the table and, with barely concealed anger, growled:
"Deal."
