Tsunade shouted, "Don't tell me he is working on [Wood Release]. It is impossible."
It was now Dan's and Hiruzen's turn to be surprised instead.
Hiruzen thought, "Wood Release? I did not even consider this a possibility. Is he trying to replicate Wood Release kekkei genkai? Is this even possible? How did he even know about it?"
Dan also had similar thoughts, but soon he discarded them. He thought, "No, no. I don't know what it is, but it is definitely not the [Wood Release]. As Ryu had previously told me, it is for Jiyuu's treatment; kekkei genkai is not in any way beneficial for his condition."
"But now that I think about it, [Wood Release] needs absolute control over elements as well as harmony among them. I don't know if he had absolute control or harmony, but that absolute focus of his – could it be possible for him with that? No, it's impossible."
Hiruzen came out of his inner thoughts and asked Dan straight, "Dan, why are you silent? What are you thinking? Don't tell me it's true."
Dan replied, "No. He is developing a completely new jutsu, but it's definitely not wood release."
Tsunade asked, "How can you be so sure it's not [Wood Release]?"
Dan replied, "Because it's for a medical procedure. You already know that Ryu is making new jutsus for him. He also thought a few for himself."
Dan replied, "He is training himself in earth and water nature to be able to perform a medical surgery. That's all I know."
Both Tsunade and Hiruzen were dumbfounded; they both exclaimed, "For a medical procedure??"
Water can be used for medical ninjutsu. Tsuande herself knows how to use water affinity to remove poisons from the body. But they could not think of how Earth nature jutsu would be used as a medical procedure. It was beyond her imagination.
Hiruzen thought and then looked at Tsunade and said, "Okay, can you ask Ryu to change his reward from [Shadow Clone Jutsu] to [Rasengan]?"
"Tell him he will receive a shadow clone at his graduation. I will provide you with the Rasengan scroll and certificate for the same."
Tsunade said, "I will try to convince him."
Hiruzen then asked Dan, "Was this the only reason for your visit?"
Dan replied, "No, I was here for something else as well."
Dan took out the scroll and presented him the [C.A.T. Seal] and said, "I was going to ask for [Rasangan] as a reward for this seal."
Hiruzen spoke, "A new seal !!"
Tsunade asked, "What is this seal ?"
Tsunade was also surprised and interested in this seal. She was also a grandmaster, the highest-ranking of Fuinjutsu users. But even grandmasters don't get to see new seals so often .
Dan replied, "This is called [C.A.T. Seal]."
"Cat Seal?" Both Tsunade and Hiruzen spoke in surprise.
"His naming sense is as messed up as Minato's," they both said.
Dan laughed and said, "Yes, maybe. It is short for [Chakra Affinity Test Seal]."
He continued, "We currently use chakra paper, but it's not reliable without a suppression seal to test secondary affinity. And if one has multiple secondary affinities, then testing them is complicated and requires a lot of different suppression seals. So the cost of testing the secondary seal is high, and results are not reliable."
He then added, "This seal makes the process faster and cheaper."
Hiruzen asked, "What does it do exactly?"
Dan handed over the seal to Hiruzen and said, "Why don't you test for yourself?"
Dan said, "Just activate it and put your chakra into it."
Hiruzen would not have used the seal if Dan was not trustworthy. Tsunade was also there as well. She also observed carefully.
Hiruzen activated the seal and put his chakra on it, and his CAT score appeared on the seal.
Fire: 95
Earth: 94
Water: 83
Lightning: 82
Wind: 75
Hiruzen had the highest score in fire, followed by earth, and the other three were not far behind. Hiruzen had talent in all five elements, making him a truly exceptional ninja.
"Clever," said Tsunade, "you converted it into a score of 100 for each affinity. In this manner, we can test for both the ranks between affinities as well as multiple affinities."
Hiruzen also had similar thoughts .
Tsuande continued, "More information can be obtained in this manner, and we can pair the children based on their combination jutsus with relative ease and greater accuracy. The chakra paper method with a [Suppression Seal] will react with insignificant affinity as well, upto a certain degree, but this will give a much more detailed score of all affinity."
Hiruzen thought , "Ryu must be working with all suppression seals. He must have combined the suppression mechanism as a way to measure strength suppression or, more accurately, the strength of affinity. Pure genius. It is rather straightforward when one thinks about it, but to actually do that. I don't think I can do it this efficiently and fast."
Hiruzen said, "I will bring this to the Fuinjutsu council at the next meeting."
Dan replied, "Thank you, Hiruzen. Now I shall take my leave. Keep the sample for demonstration."
Hiruzen said, "Not so fast. I also have something to discuss with you."
Dan was surprised. He thought, "What does he want to discuss with me? Is it related to the bounty? "
Hiruzen said, "Good thing that both of you are here. I want to know what both of you think about this."
He displayed the letter bearing a royal stamp.
Hiruzen spoke, "I received a letter from the Daimyo today. The contents are a bit shocking to me."
Dan and Tsunade both guessed what the contents of the letter were.
Dan said, "So the reply finally came? And it was addressed to you."
Hiruzen said, "Yes, the lord daimyo has asked me for my opinion regarding this."
After a brief pause, Hiruzen asked, "Just what is Ryu thinking?"
Hiruzen then continued, " I know he is not trying to challenge my authority. It's not his personality. But why? And what is this stupid condition he placed upon himself ?
Dan said, "I believe he is trying to challenge the traditional norms surrounding the Ninja selection procedure. People with special conditions are not selected by the Ninja Academy, and before Might Dai proved all of us wrong fighting the Seven Swordsmen of the mist, even people only capable of Taijutsu were not promoted to even Chunnin Status. With this move they will have a chance to prove themselves."
Hiruzen said, "I had already known about the two youngsters currently in your care. I did not know their names, but I know their medical condition."
Tsunade thought, 'That's one sloppy way of saying that I'm spying on you.'
Hiruzen then said, "Do you think wasting time on them would be justified? If he really wants a teacher's job, I can grant him that after he becomes a chunin."
"That way he would be safe." Hiruzen added.
Dan replied, "I also want him to be safe, but I doubt he would allow us to confine him in that manner."
Dan sighed and added, "He has a plan. He always does."
Hiruzen said, "A plan?"
Dan replied, "Yes, he has jutsu and treatment in mind for both their conditions. And I trust him and his plans."
Hiruzen replied, "I trust him too. I have seen him fight. He will clearly rise to the rank of an elite jonin and a fuinjutsu grandmaster."
"Higher!" Dan said, interrupting Hiruzen's speech.
"What ?" Hiruzen asked.
"I said higher. His ambition is higher than grandmaster. He will be a Fuinjutsu Monarch."
Hiruzen was stunned, but Tsunade just smiled at this declaration and said, "Ho... a Fuinjutsu Monarch," in surprise.
Hiruzen continued, "Even so, other nobles and ninja clans will likely be displeased with Ryu's request to the Lord Daimyo and will surely take notice of it." He waited for a moment, went serious and finished his sentence, "Especially him."
Both Tsunade and Dan grasped the individual Hiruzen was referring to.
Hiruzen added, "I am sure he also received a similar letter."
Tsunade interrupted and said, "If you meet him next time, you better warn him. I will stop at nothing if he even touches a single hair on his body."
Hiruzen said, "I understand your sentiment, Tsunade."
"No, you don't. I will bury him and all his ninjas even if I die in the process, and if anyone tries to stop me from doing that, I will bury them next to him." Tsuande added.
This threat was directed at Hiruzen, who understood the depth of her loss and did not take it personally.
Dan, trying to diffuse the tension, asked, "What does the letter exactly say?"
Hiruzen replied, "It asks for my opinion of Ryu and his genius. Apparently he was impressed by the roofing done on his son's mansion."
"But when he heard of Ryu's request for the consent of the private Ninja-force from his son, he sent a letter to me and a few others."
"Daimyo had said that if your family had enough votes in your favour, then he would grant your family the licence."
Dan asked, "So are you going to vote for us?
