According to the ancient traditions of the Wizard World, Level 1 to Level 3 are considered as the Mist, and Level 4 to Level 6 are called Dawn.
It means breaking through the mist to see the dawn.
As Benny said, the Seventh Ring Master should be standing at the peak of a Level 3 Wizard, but not yet fully stepped into Level 4.
